In plain terms

Decide work moves from a person to a system. Distinct from what an agent may do: this is what a person will stop doing.

What is being judged

What is actually moving, and what the person is left with.

Tasks reallocate; roles rarely do. The judgment is which portion of a role moves and whether the remainder is coherent. Reallocating the routine portion can leave a job composed entirely of exceptions, which is a different job nobody designed and frequently a harder one.

Three further questions. Does the organization retain enough practice to oversee the system? A function that no longer performs a task cannot competently review a system doing it, and that bears directly on Article 26(2). Is the reallocation reversible? A capability the organization stops exercising is expensive to rebuild, and a provider or model change may force it. What obligations does this trigger? Consultation and notification requirements vary by jurisdiction and are routinely discovered late.

The mandatory consultation is the mechanism. The Business Owner decides because the process is theirs. The Head of Talent is consulted without exception because the consequence is a workforce one and the deciding role has no reason to surface it.

What this decision does not cover

It does not make employment decisions. It does not accept the cumulative position, which is L6-05 where the threshold is crossed.

When it fires

On event. Before work moves. On extension of an existing reallocation. On an autonomy increase under L4-AUT-03 that removes a confirmation step, which is a reallocation whether or not anyone calls it one.

On cycle. None.

What you need before deciding

The work being moved, stated as tasks. What remains in the role. Whether the role holds oversight responsibility for the system taking the work. The cumulative position from prior reallocations, to know whether this one crosses the threshold. Applicable consultation obligations.

How this goes wrong

Reallocation by autonomy increase: a confirmation step is removed under L4-AUT-03 and nobody records it as work moving, so the aggregate position at L6-05 undercounts. The role left with exceptions: the routine portion moves, the remainder is harder than the original job, and nobody assessed it. Oversight competence removed by the reallocation it enables: the function stops performing the task and is then assigned to oversee the system performing it.

The maintainer answers corrections. There is no service level. Responses are best-effort and opportunistic within a reasonable time: a correction raised on a Monday is answered that week or sooner.
